In response to CalMHSA’s Request for Proposals (RFP) for a Semi-Statewide Electronic Health Record, CalMHSA received over 15 proposals. Through a series of communications that were completed on or around April 1, 2022, CalMHSA informed all but one proposer that CalMHSA had elected to award the contract to another proposer. Each communication to non-selected proposers constituted CalMHSA’s Notice of Intent to Award. On April 5, 2022, CalMHSA and Streamline Health Services announced that CalMHSA had awarded a contract to Streamline for the development of the Semi-Statewide Electronic Health Record.

Semi-Statewide Electronic Health Record
CalMHSA has brought 23 counties together to implement a semi-statewide electronic health record (EHR) — a step toward creating a vision of wholistic county behavioral health data aggregation and interoperability. The initial phase will launch in July 2023 and involves over 37% of the state’s Medi-Cal population. Additional counties are expected to join in 2024.
CalMHSA is leading the initiative to streamline and expand the way data is collected and managed through current county EHR systems. This EHR project:
- Remains at the forefront of facilitating state and federal interoperability mandates, such as Assembly Bill 133, the California Data Exchange Framework, and the Centers for Medicare & Medicaid Services (CMS) Interoperability and Patient Access rule.
- Establishes a framework for future use, such as population health management and other outcome-driven initiatives.
- Includes a set of recommendations for a CMS interoperability work plan that each county behavioral health agency can use to guide short and long-term priorities, as well as submit the 2023-24 work plan to the Department of Health Care Services.
Semi-Statewide Electronic Health Record Contract
CalMHSA is launching an exciting new initiative to procure a Semi-Statewide Electronic Health Record. This initiative brings participating counties together to co-create a new health record solution, designed to support optimal care for Medi-Cal beneficiaries and to address counties’ unique behavioral health business needs. This collaborative solution empowers CA Counties to pool their considerable expertise and resources to create a solution during a time of rapid change.
