Medi-Cal Peer Support Specialist 80-Hour Training Providers RFP

The California Mental Health Services Authority invites CalMHSA-approved training providers who are currently recognized for the 80-Hour Medi-Cal Peer Support Specialist Training to submit a proposal approved 80-hour training via hybrid training programs in California in January and February 2025. The training will target a total of 1,050 participants. Training programs consist of 40 hours of in-person learning instruction over five consecutive days and 40 hours of learning instruction via a virtual platform. Each participant will attend the training free of charge, with training costs covered through a fixed budget.

We seek CalMHSA-approved training providers who are currently recognized for the Medi-Cal Peer Support Specialist Training with a proven track record of delivering high-quality training, experienced staff, and the capacity to manage multiple cohorts effectively. The selected provider(s) must demonstrate expertise in program design and delivery, strong logistical and technological capabilities, and a commitment to accessibility and equity.

This RFP outlines key requirements, including participant capacity, staffing, facilities, virtual platform use, and evaluation methods. Respondents will be evaluated on their ability to meet these criteria, with a focus on well-organized training plans, cost-effectiveness, sufficient staffing, and realistic timelines. Providers must ensure all training is completed within the required timeline to meet program goals.

This RFP does not commit CalMHSA to contract for any supply, product, or service whatsoever. In addition, contractors are advised that CalMHSA will not pay for any information or administrative costs incurred in response to this RFP; all costs associated with responding to this RFP will be solely at the contractor’s expense. Not responding to this RFP does not preclude participation in any future RFP, if any is issued.

Los Angeles County Take Action LA Community Grants RFP

CalMHSA is pleased to announce a Request for Proposals (RFP) for the Los Angeles County Take Action LA Community Grants Program.

The Los Angeles County Department of Mental Health (LACDMH), through Prevention and Early Intervention (PEI) funding and in collaboration with CalMHSA, is looking for mission-oriented, diverse, and innovative Los Angeles County-based partner organizations to support the residents of Los Angeles County during the month of May 2025. Grants will be provided to support community events that promote mental health awareness and well-being.

With available grant funds, organizations will engage diverse communities to support the broad-reaching LACDMH Take Action for Mental Health campaign. The campaign, its partners, and its events promote mental health awareness and well-being, enhance access to care, and foster community. Grant-funded events will be tailored to the theme Take Action for Yourself, Take Action for Others, and Take Action for your Community.

LACDMH and CalMHSA are seeking applications for a one-time innovative event or a series of events (maximum two in-person; one virtual) throughout Los Angeles County. CalMHSA will award grants to community-based organizations. All awards are based on available funding.

Tulare County Prevention and Early Intervention (PEI) Grant Announcement

CalMHSA is excited to announce a Request for Proposals (RFP) for the second round of the Tulare County Prevention and Early Intervention (PEI) Grant Program. In June 2023 CalMHSA in partnership with Tulare County Health and Human Services Agency (HHSA), Mental Health Branch awarded agencies with awards of $25,000. Awarded programs focused on mental health stigma reduction, access and linkage to community resources, and community outreach. The second cycle of the Tulare County PEI Grant Program will focus on creating access to mental health resources, facilitating community events that target Tulare County’s key populations and creating equitable programs that meet community members where they are. All grant applications must be submitted to the CalMHSA e-procurement portal located here by May 31, 2024.

Tulare County Health and Human Services Agency (HHSA), Mental Health Branch, seeks proposals from mission- oriented, diverse, innovative partner organizations to support their movement in activating organizations and individuals to promote mental health awareness and well-being. With available grant funds, organizations will engage diverse communities to promote mental health awareness and well-being and foster community connection and help address contributing factors to mental health needs.

Grant proposals should focus on decreasing stigma and discrimination associated with mental health, increasing help seeking behaviors, increasing awareness and access to mental health services and resources, or any activities that address one or more of the MHSA PEI identified negative effects of untreated mental illness. The grant term is currently scheduled from June 1, 2024, through June 30, 2025. Grant amounts range from $10,000 to $50,000 per awardee.

CalMHSA is seeking proposals from organizations with a history of providing equipment for outdoor events in the Los Angeles County geographic area.

Scope of Work

This high-level scope of work outlines the major expected deliverables the successful organization – and their subcontractors, if applicable – will execute in partnership with CalMHSA and CalMHSA-identified subject matter experts. We are seeking qualified proposals that can provide booth equipment, sound, power distribution and stage equipment.

The California Mental Health Services Authority (CalMHSA), a Joint Powers Authority (JPA), serves California Counties and Cities as an independent administrative and fiscal intergovernmental structure for jointly developing, funding, and implementing mental health services and educational programs at the state, regional, and local levels (See Gov. Code §6500 et seq.).

CalMHSA is seeking proposals from qualified vendors that currently offer to the U.S. health care industry an in-market, successful e-prescribing product that can be utilized to support our California county and city customers, and their providers and patients, as part of our California behavioral health care programs. This request does not commit CalMHSA to contract for any service or product whatsoever. In addition, responders are advised that CalMHSA will not pay for any information or administrative costs incurred in response to this RFP; all costs associated with responding to this RFP will be solely at the interested party’s expense. Not responding to this RFP does not preclude participation in any future RFP submissions, if any is issued. The selection process will consider the merits of the proposed products, the qualifications of the organization(s), the expertise and demonstrated experience of the proposer organization and with the proposed product (demo is required), product capacity and features, resources offered, the proposed timeline, and pricing. CalMHSA reserves the right to select one or more vendors if deemed the best option.

The California Mental Health Services Authority (CalMHSA), a Joint Powers Authority, serves California counties and cities as an independent administrative and fiscal intergovernmental structure for jointly developing, funding, and implementing mental health services and educational programs at the state, regional, and local levels. To support County Behavioral Health with meeting federal and state interoperability requirements, as well as facilitating use cases that require the need to exchange relevant data, CalMHSA is seeking through this RFP to procure an interoperability and eMPI software solution (the “Solution”) and related profession services. The desired Solution will be used to facilitate the technical data exchange of protected health information and personally identifiable information between disparate systems as well as connect to larger national exchange networks.

This RFP is issued for the purpose of soliciting responses from interested entities with the experience and capacity to provide interoperability capabilities in alignment with federal and state requirements. This request does not commit CalMHSA to contract for any supply or service whatsoever. The California Mental Health Services Authority (CalMHSA), in partnership with the Federal Emergency Management Agency (FEMA) and state of California Department of Healthcare Services (DHCS), is seeking proposals from potential contractors with the experience and expertise to rapidly implement the FEMA Crisis Counseling Assistance and Training Program (CCP) to provide non-clinical emotional and crisis support in response to the recent wildfires in California and associated stressors. The mission of the CCP is to assist individuals and communities in recovering from the effects of natural and human-caused disasters by assisting survivors in understanding their current situation and reactions, mitigating stress, developing coping strategies, providing emotional support, and encouraging linkages with resources and longer-term supportive services. CalMHSA is seeking responses from a Credentials Verification Organization (CVO) interested in providing credentialing and re-credentialing services to California County Mental Health Plans (MHPs), Drug Med-Cal Organized Delivery System (DMC-ODS) Plans, and DMC State Plans (hereafter referred to as  “Plans”) to ensure each Plan’s provider network is appropriately qualified through registration, certification, licensure, and/or professional association memberships, and are in good standing with federal health care programs, including Medicare and Medicaid/Medi-Cal programs. The CVO is encouraged to be NCQA certified and/or URAC accredited.

The RFSQ application process allows organizations to be evaluated for capability and compliance prior to submitting a formal Request for Proposal. However, CalMHSA may choose to contract with the Applicant and omit the need for a Request for Proposal based on the RFSQ submission alone if deemed appropriate. This process does not commit CalMHSA to contract for any supply or service whatsoever. The California Mental Health Service Authority (CalMHSA), with the support of participating counties and cities has implemented a project called Help@Hand, which aims to build a complementary support system that offers a bridge to care, helps identify early signs of mental health changes, offers timely support, removes barriers, and seeks to include new avenues of care for communities not connected to conventional county services.  Monterey County Behavioral Health (MCBH) and Los Angeles County Department of Mental Health (LACDMH) are two of the participating members of the JPA.  CalMHSA, MCBH and LACDMH are working collaboratively to solicit responses to meet a need initially for Monterey County and Los Angeles County.

CalMHSA is inviting organizations to submit a proposal for an upcoming comprehensive and targeted public awareness campaign that increases Californians’ awareness and understanding of the importance of community behavioral health care initiatives. The successful organization will be rooted in human-centered design and have a successful record of exploring human experience to create effective messaging assets. Interested organizations must have experience launching comprehensive marketing initiatives to enhance awareness, engage our target audience, and decrease the stigma and discrimination associated with adverse outcomes of mental illness. Los Angeles County Mini-Grant Program (UPDATE 5/11/2020)

On behalf of the LA County Department of Mental Health, CalMHSA would like to thank all of you for the countless hours spent preparing proposals for this Spring’s grant opportunity.

Unfortunately, we have no choice but to postpone the mini-grants program at this time due to the current Coronavirus pandemic (COVID-19) which has rendered implementation non-feasible and altered selection criteria. In the months ahead, as we move forward in accordance with State and Local guidance related to the evolving public health crisis, we will reopen the Mini-Grant opportunity and focus on proposals that align with COVID-19 recovery efforts across the County. Your current submissions remain invaluable and will be considered when this program reopens though requests for modification may be made in order to pivot programming as indicated and ensure that proposed program activities are safe in communities.

We appreciate your patience and hope that you, your families, and communities are staying healthy during this time of unprecedented challenge.

Los Angeles County Mini-Grant Program (UPDATE 8/11/2020)

When the LA County Department of Mental Health and CalMHSA set out to provide mini-grants to community innovation projects, the vision was to create community conveneings that brought people together to improve the wellbeing of people in LA County.

The current pandemic has made these kinds of efforts difficult, and we regret to announce that we need to postpone awarding grants until we receive more clarity from state and local partners on how to proceed. Both LACDMH and CalMHSA remain committed to supporting innovative and community-centered mental health efforts, and we are working to adapt grant and program design to meet our new physical distancing realities.

While we cannot fully understand the impact these delays may have on various projects, we appreciate everything that applicants have done to rethink wellbeing in their respective communities, and we hope to revisit this process when the pandemic subsides. Despite the uncertainty, we will continue to support community organizations as we are all in this together. Please do not hesitate to reach out with any questions, feedback, or concerns.

To support County Behavioral Health with meeting federal and state interoperability requirements, as well as facilitating use cases that require the need to exchange relevant data, CalMHSA is seeking through this RFP to procure an interoperability and eMPI software solution. The desired software solution will be used to facilitate the technical data exchange of protected health information (PHI) and personally identifiable information (PII) between disparate systems as well as connect to larger national exchange networks.

Request for Proposals for Sacramento County Community Driven Time Limited Prevention and Early Intervention (PEI) Grant Announcement

CalMHSA is excited to announce a Request for Proposals (RFP) for Round II of the Sacramento County Community Driven Time Limited Prevention and Early Intervention Grant Program. All proposals must be submitted by April 28, 2023, to the CalMHSA e-procurement portal.

The California Mental Health Services Authority (CalMHSA), in partnership with the Sacramento County Division of Behavioral Health Services, is seeking proposals from diverse, innovative nonprofits, community and faith-based organizations, schools and others to support their efforts in engaging communities by fostering stronger connections between individuals and organizations to help address the contributing factors to mental health needs and contribute to mental well-being. Sacramento County Behavioral Health Services encourages all community-based organizations to apply.

Grant proposals should focus on decreasing stigma and discrimination, increasing help-seeking behaviors, increasing awareness of and access to mental health services and resources, or any activities that address one or more of the MHSA PEI-identified negative effects of untreated mental illness. The Sacramento County Community Driven Time Limited Prevention and Early Intervention grant period is currently scheduled from May 30, 2023, through May 31, 2026. Grant amounts range from $2,500 to $500,000 per awardee.

The California Mental Health Services Authority (CalMHSA), a Joint Powers Authority (JPA), serves California Counties and Cities as an independent administrative and fiscal intergovernmental structure for jointly developing, funding, and implementing mental health services and educational programs at the state, regional, and local levels. To expand the availability of a broad range of Medi-Cal specialty mental health and substance use disorder treatment services across the state, CalMHSA is seeking responses from organizations that can provide outpatient and residential behavioral health services on behalf of up to fifty-eight California counties. Vendors may choose to apply for contracts within their current area or expand to additional cities and counties. Vendors may be providers of single service types such as Drug Medi-Cal American Society of Addiction Medicine (ASAM) Level 1 Outpatient with services in one county, or they may be providers of multiple types of services such as a combination of adult residential services, outpatient therapy, case management, peer support and medication support providing services to multiple counties.

Prospective vendors must adhere to all Department of Health Care Services (DHCS) regulations related to the provision of Medi-Cal Specialty Mental Health Services (SMHS), Drug Medi-Cal State Plan (DMC), and Drug Medi-Cal Organized Delivery System (DMC-ODS) services. This includes Early and Periodic Screening, Diagnostic and Treatment (EPSDT), Community Care Licensing and any other relevant state regulations and requirements.

The RFSQ application process allows organizations to be evaluated for capability and compliance prior to submitting a formal Request for Proposal. This request does not commit CalMHSA to contract for any supply or service whatsoever. CalMHSA is seeking responses from organizations who are interested in providing training that leads to Peer Support Specialist Certification on behalf of multiple California County Mental Health Plans (MHPs). This RFSQ’s reference to Peer Support Specialist Certification (PSSC) is in alignment with the Peer Support Specialist Certification Program Act of 2020 with the intent of increasing the number of Peer Support Specialists as Medi-Cal providers and bill for services under the Medi-Cal program. Counties being represented by CalMHSA will range in size from small/rural to large counties and are located throughout California. Although the Peer Support Specialist Certification standards set forth by the Department of Healthcare Services (DHCS) are uniform for all counties and/or organization implementing a Peer Support Specialist Certification program, the training content and delivery of training may vary.

The goal of this RFSQ is to determine organizational qualifications and interest in a project of this scale and scope. Peer Support Specialist trainings covered in this RFSQ should meet the required standards and be accessible across counties or geographic regions to individual’s interested in taking training towards becoming a Certified Medi-Cal Peer Support Specialist.

As the certifying body, CalMHSA is seeking proposals from interested entities with the experience and capacity to provide comprehensive training for certified Medi-Cal Peer Support Specialists interested in receiving training in the Justice-Involved Peer specialization. The Justice-Involved Peer specialization training curricula includes all competencies required for the Justice-Involved Peer specialization and focuses on working with persons with lived experience as justice-involved or providing personal care for someone in the public behavioral health system who has experienced being in justice involved. Training should focus on mental health, substance use disorder, and/or both (behavioral health). to work in the public mental health system. This program will involve CalMHSA pooling county resources and purchasing master’s degree level slots from the selected educational institution (s). Counties and the selected program(s) will work together to vet program candidates for admission. Students who are selected to participate in the program will commit to at least four (4) years of service in California’s public mental health system. Counties who participate in this program will also work with the selected educational institution to provide practicums and internships. This request does not commit CalMHSA to contract for any supply or service whatsoever.
